Add Tool-tips for retention period and manual contributor

Description
Feedback from TU Graz UAT included confusion on what a retention period and manual contributor were. Clarification in the instructions and a short explanation as a tool-tip is the best solution
Sub issue of #157

Describe the solution you'd like
Add a short explanation and tool-tip for retention period and manual contributor.
Update the instructions and related buttons as appropriate.

People involved in data management section:
• Change instructions to: In this step, you add people involved in the project and provide additional info about them, e.g., their role. In this example, the project leader’s info has already been added and marked as the contact person (note icon with person and envelope next to their name). You can add more contributors via the search field (ensure you select the appropriate database, e.g., ORCID), or manually via the “Add contributor manually button”. Please provide a minimum of one contact person as well as a data manager (it can be the same person).
• Change name of button to: Add contributor manually
• Add Tooltip to Add contributor manually button
o Use to add project contributor not found in database above

Repositories section
• Change instructions for Repositories to:
o Use repositories to sustainably manage your data after the project’s life and to make your data discoverable and reusable. If possible, use a domain specific repository for your data. The search filter below can help you to find one.
o You’ll also want to set the time for how long your data should remain in the repository. This retention period can be selected in the Set retention period for datasets section
• Add tooltip for Set retention period for datasets:
o set the time for how long your data should remain in the repository
