Add auth support in `turso dev`

Right now, turso dev starts without any auth. libsql-server has an option of using JWT token file. So, we need to take the file path in turso dev and pass that as an option when starting libsql-server

e.g.:

turso dev --auth-jwt-key-file file.pem
