Sort out obsolete functions

Because of rapid migration, there are some legacy function carried in rivus.utils which are not actual or not needed anymore.
Example: rivus.utils.pandashp.read_shp() is now integrated and maintainded in GeoPandas
A cleaning of that sub package would be nice.
