Address manifest v2 deprecations

One user on CC reported (reverse chronological order):
Flamewire: Ah yeah, I see that Google is rolling out a manifest v3 and I think new extensions need to use it - I haven't looked at it myself though but I'll make a note on the codebase
Captain Demozan: I'm using Opera, but it works pretty similar to Chrome
Flamewire: Oh huh. Firefox or Chrome?
Captain Demozan: I tried to use it and it won't let me because of Manifest 2 being depreciated
Other notes:
- I thought Chrome was pausing the manifest v2 deprecation (still no clear timeline here)
- Maybe new extensions just can't use v2?
- Is Opera a Chromium-based browser?
