Create Page For Rule Book

Have a page for rule book where one can select tab (GC / OpenIIT) and give links to the PDF rule books as well as other options.
page for rule book was added via #35
We need to update the backend as well as create sheets for the same.
@rakaar @mukul-mehta respective issues have been created in the backend.
Once we have done the creation of backend endpoints; the pages need to be updated in order to serve the correct information.
@thealphadollar the rulebook page is there as rulebook.html. It is with the dropdown code
Yes, it is there but it is not set to get data from the backend that works need to be done.
