Cannot Progress Through Tutor Creation Process

What steps will reproduce the problem?
1. Start up tutor creation process
2. Find a code sample which only has one blank out choice
3. choose quiz, select difficulty, fill in hints, click next snippet
4. It will say "Please finish required steps"

What is the expected output? What do you see instead?
I expect to be able to continue. Instead it asks me to fill in the required 
steps, even though the steps are completed.
