Exploring whether to use ActionHash over EntryHash in Extra

When creating an Extra entry for overflow bytes, is it best to store its associated EntryHash in the Linktag or would ActionHash be better?
What are the tradeoffs?
How important is data about the author? i.e. where does that relevance play in?
