Add citation formatting function

I uploaded citeL as the first of several citation family functions. These functions will take the form of:

cite
textcite

followed by H, L, or M for html latex or mark down prep.

This will grab quoted from notes.xlsx, format them and copy to clipboard on non Linux box.

In HTML and Mark Down the user should be able to specify width on block quotes. (n - 2) for 2 spaces lost to >.
