Need to implement USDF storage.

UDSF is only one piece of the puzzle.

Ingress GTP handlers for GTP-C and GTP-U are also needed. And possibly some kind of cluster interconnection of the C nodes.

The UPF nodes need at least support for "PFCP sessions successively controlled by different SMFs of an SMF set" and it would be preferable if they had "UE IP address/prefix allocation in the UP function" (see 3GG TS 29.244, Rel 16)
