enable PT: No rule to make target tonlibjson

To set up a local https://toncenter.com/ copy on your server, install an additional module: mytonctrl ->installer -> enable PT

Using /usr/lib/python3/dist-packages
Finished processing dependencies for pyTON==0.1.5
make: *** No rule to make target 'tonlibjson'.  Stop.
EnablePytonv3 - Error

$ cat /etc/issue
Ubuntu 22.04.3 LTS

$ uname -a
Linux 6.2.0-1010-aws #10~22.04.1-Ubuntu SMP Wed Aug 16 18:00:32 UTC 2023 x86_64 x86_64 x86_64 GNU/Linux
