Document why each rule has its current level

It is not always clear why a certain rule may have its specified level.

To make it easier for newcomers (and frequent users), the ruleset should be extended to contain a description and possibly examples as to why it has its current level.

I've started a separate repository dedicated to documentation so that people may fork it directly and help out.
