Is there an up to date genre list anywhere? I know of https://docs.google.com/spreadsheets/d/1L3F3oKddQxz2v9a_eqchacv4XXqVru1AMwsbVUqqMsU/pub but this goes back to 2009

No, I don't believe there is. But the Spotify Web API is pretty good at having genre data tagged to artists. Also check out the last FM API for some more data, it may have what you're looking for.
