USER STORY : W3C HTML Validation

As a Site Developer, I need to ensure *.html files do pass the W3C validation.
Acceptance Criteria :
When I access any site and inspect the source code then copy the source code to W3C validaor it doesn't display any major errors.
Tasks :
- Validate *.html as logged in user
- Validate *.html as not logged in user
