To enable RDS IAM plugin run the next command:

ALTER USER 'admin' IDENTIFIED WITH AWSAuthenticationPlugin AS 'RDS';

Download a certificate https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/UsingWithRDS.SSL.html#UsingWithRDS.SSL.CertificatesDownload

and edit ssl_ca in ssl_config
