Sitemap: Ampersand in site title causes xls to not render

An ampersand (&) character in the site title causes the xsl stylesheet not to render, leaving a blank page when visiting the /sitemap.xml route. The error "xmlParseEntityRef: no name" is shown in console.
To reproduce, simply put an ampersand in the site title and visit the route.
