UI: Programs: Reorganize Parked/Scheduled columns — wrong columns description.

Fort 3.11.1, updated from 3.11.0

Descriptions for columns in Programs window are in wrong order and messed up.

@ahdung If you hover a mouse on "Parked" flag in the Program Edit dialog, then you'll see a tool tip "Don't purge as obsolete".

So, this flag is used to keep the program from removing it as obsolete, even if it does not yet exist on disk.
