Vendor laszip code?

Given the licensing change of LASzip and the churn in the interface, maybe it would be best to vendor the version of the LASzip code this utilizes for building and wheel generation.
It can be a good idea, it would allow to have a source distribution that could used as fallback by pip if no compatible wheels are yet available
