Instructions for cipher suite "Recommended" column

The cipher suite "recommended" column needs to include something along the line of the following:
Future cipher suites MUST define the value of the Recommended column.
A Standards Track document [RFC5226] is required to register a cipher suite
with the value “Yes”.
