Add support for Python 3.11 packaging

Python 3.11 is publicly available for a while and it would be good for us to cover that in our packaging scripts.
I'll assign that to myself, and will take care of investigating and seeing whether there is any blocking issue.
Python 3.11 was enabled officially for package-cpu, but all the tooling is in place for the package-cpu_aarch64.
