UserStory - Entitlements

As a System Admin, I would like to be able to control which users can see which features/pages, so that I can control who can submit buyback/sell/srp requests.
authentication and users pages should allow entitlements to be added. A new page should allow an admin to associate entitlements with existing user roles. These entitlements would interact with Symphony as additional, stand-alone ROLES (in addition to the hierarchical existing roles)
Implemented in feature/alliance_market branch; will push to develop, but other integrated changes are not ready for production yet.
