Missing entry in the change log for 1.4.7

The change log entry for v1.4.7 was missing so ended up messing up the primary branch a bit. I want to unmess it, but I'd like input from the team on how to do it best. Below is the revert PR message, I repeat it to not repeat myself too many times:
As 1.4.7 was already tagged in a previous commit, I'll temporarily revert this before we decide how we proceed from here.
We need to either stamp 1.4.8 and update the changelog retroactively or something else.
Waiting on input from the team.
Sorry, it appears we have some internal issues with the promscale 0.5.3 ourselves and we'd like some time to resolve them before we publish this. I'll update here once we're done.
We decided to skip 0.5.3 and release o.5.4 instead.
