Performance issues in the definition of read_and_decode_cpm, utils/tf_utils.py

Hello, I found a performance issue in the definition of read_and_decode_cpm, utils/tf_utils.py, tf.parse_single_example will created repeatedly during program execution, resulting in reduced efficiency. I think it should be created before the loop in read_and_decode_cpm.
The same issues also exist line 24-26 , line 36, 42, 45, 48, 49, 50, 68, 74, 76,
