document process for contacting systems folks if there are issues

I know that there's some subset of people who can intervene when things go awry and it would be good to make the process of contacting them as well understood as possible.
For instance, right now the load average is 15+ and climbing:
Load average: 16.76 16.98 15.91
This is the first load spike since I've started monitoring and I'm sure we can correct it. My easiest proposal is that we open a github issue if something goes wrong enough to warrant attention.
The load spike is gone, and the process seems to include mentioning the issue on the IRC channel #tildeclub .
The underlying issue is a desire to have a syndication file format; we talked briefly on IRC about RSS, ATOM, XML, and JSON. I'll drop something into the news:tilde.projects newsgroup and we'll see what happens.
