enhancement request: install usenet news

This would be a request to get a feed only of tilde.* and to install all of the requisite client-side command line tools (tin, trn, rn etc) to make that happen.

i went to compile it, and "gcc" and "cc" were not on my path, so I'm stuck.

This has been kicked around before. I'm also for this.
@ftrain has also mentioned this. Along with bring in selected comp.* groups.

I say fire it up with a few tilde. groups and test it out. we can add other groups later.
Note: comp.unix.user-friendly could use some stewards.

@michaelcoyote @vielmetti Safe to say there is very active conversation and attention around the best way to interface with nntp. Scalability as well as many ways to do it is the hold-up.
