Support for multiple regions and deployments

We will have more than one regions/deployments and some data is globally applicable:

• user information (user accounts, metadata, and preferences)
• namespace information (namespace ID, metadata)

This is done. User information is stored in a metadata cluster, and the namespace is unique across the regions to allow users to use different regions in the account.
