Installer fails with "unable to register DLL/OCX"

I downloaded the latest version at this date of svg_see_x64.exe.
The installed fails with the message:
Unable to register the DLL/OCX: RegSvr32 failed with exit code 0x3.

This is the same error I see and it doesn't work when I click "Ignore the error and continue" either.
