Update left nav bar of living whitepaper

Items under Rates and amounts in https://developer.thenewboston.com/whitepaper/principal-events are either events, nor processes. The left-nav bar becomes too long for only a few lines of text per section.

I believe it does not have design implications as a fix -- it's more a conceptual issue and can be an easy fix for FE. So can we get rid of the left-nav bar items in the rectangle?

Rates & Amounts are not processes either, but it's ok to place them there I believe. If we keep the existing design the left-nav bar feels too long for just 1-2 lines of text under most of these items.
