Key assumptions that this scaffolding makes:

• There are two environment variables (accessed in app/__init__.py):
  • SQLALCHEMY_DATABASE_URI, which holds the connection string for a development database
  • SQLALCHEMY_TEST_DATABASE_URI, which holds the connection string for a test database
