HX6551985 - can't be finished?

Been playing on seed HX6551985. I've cleaned out Brinstar, Wrecked Ship, and Upper Norfair and haven't found either the Varia suit, Gravity suit, or wave beam. I appear to be stuck at this point and unable to progress, unless there's a trick I'm not aware of. The solver says this seed "not finishable with known techniques" - but it seems to do that for all hard seeds?
I can't do suitless Maridia because without Wave beam the first fish takes too many shots to freeze in time.
I've never been able to do the lava dive successfully, but AFAIK it shouldn't be required without at least Varia, even on hard?
Gravity at Spring Ball and Varia at Ridley and not enough Power Bombs to Crystal Flash. Yes, this is problematic.
It's especially problematic, given that the description specifically says "Varia will never be in Lower Norfair"
