Upgrade to testcontainers 1.16.0

With the release of v1.16.1, we might be able to update now. See https://github.com/testcontainers/testcontainers-java/releases/tag/1.16.1

That'd be worth giving it a try. @mdotson Do you want to make a PR maybe?
