how to config localterra now?

hi @gregnuj
we used to be able to adjust block time, gas limit, etc by editing the toml files in config, but config has been remove in latest release, how do we update the config now?
Synced in telegram, run this to config it
docker compose run -it terrad vi config/config.toml
