Update README to say tensorflow 2.2 on TPU is available... I think?

The lastest release notes of the AI Platform Cloud TPU claim support for tensorflow 2.2 on TPU. Shouldn't this imply that tensorflow cloud can also support 2.2?

Thank you @nobillygreen . Yes TF 2.2 is supported with Cloud TPU. We will need to update the code along with the docs for this one.
