ENH: Show Next/Prev links on smaller screens

I find it useful to have Next/Prev links in the footer; especially on mobile devices.
Next/Prev links appear to be hidden due to the hidden- CSS classes here:

IIRC, this is a regression from Bootstrap 2 (where the Next/Prev links were always displayed in the footer).
If this behavior is not desirable in the general case, it would be helpful to be able to extend a {% block footer-relbar %}{% endblock %}.
