Drop the timeouts.agentInstall setting from config.yml

The timeouts.agentInstall and timeouts.agentInstall values that can be added to config.yml are old relics dating back to versions < 2.6.0 when the client was responsible for installing the traffic-agent. They are no longer used and should be removed because they cause confusion.
