With Django 2.1.4 Requests are being timed out.

django 2.1.3 works fine. Also using runserver with django 2.1.4 works fine.
Confirmed. Easy to reproduce with Chrome, Mozilla or wget (wsgi is not called). I can see some threading changes in 2.1.4 (no problem with 2.1.3)
