webhooks: include thirdparty sign-ups and sign-ins

Description
Webhooks currently do not trigger for thirdparty sign-ups (users are created) and sign-ins (emails can be created if linking with provider is allowed).
Describe your ideal solution
Webhooks should also trigger in these cases.
