inactive proposals missing presented links

all the proposals tables include a 'last presented' column with a link to published notes. except for inactive proposals which is missing this column, and withdrawn proposals lose this information when they get moved there. despite a proposal being withdrawn, the notes are still useful.
somewhat related to #509
I think #509 would address this.
