Add CLI options as an alternative to opam extensions to configure lock

Some aspects of lock can be configured using opam extensions.
We should allow setting them via the command line as well for ease of use and experimentation.
This can be done as part of a 0.3.1 release, removing from the 0.3.0 milestone!
This was fixed in #307 !
