Load local settings

I want to be able to read the local configuration for each repository (root_dir).
The idea came from a comment on reddit.
It would be nice to be able to read settings files such as .nlsp-settings/sumneko_lua.json.
必要性を感じたらマージする (今の時点では必要性を感じない...)
