Default to WiFi IP address not cell carrier data interface

What steps will reproduce the problem?
1. start the process
2. look at the IPv4 being used by the server
3.
What is the expected output? What do you see instead?
What version of the product are you using? On what operating system?
Android 4.2.2 running on a Samsung S4 from T-Mobile
