Channel pubDate vs LastBuildDate

These very rarely get used in a consistent, predictable way. Is there the possibility of standardizing what they mean?
What question(s) would you ask about these?
If you look at many (even popular) feeds, the values are just wrong or make no sense. There's no standard around what it means to "publish" a feed (just when a new episode comes out? what about repeats? what if you edit something? how much do you have to edit before it is a new publication? only if the audio changes? etc)
Seems clear to me at least that lastBuildDate should be the time of snapshot of when the feed was updated but pubDate should be the time the latest item is officially published. But yeah as optional fields not being used consistently, it sort of presents a problem.
