Rudimentary installer

Maybe this is the time to use cpack? But lets think about creating cross platform installers on the back of the pipeline. (unsigned for now macOS)
OK so I got a start on this and there's now a monique-installer target (whose name we should keep) that generates a zip file (which we should change one day). The azure pipeline also runs differently pr vs merge to allow us that opportunity to upload
Some things
- My debug/release treatment i just merged is wrong. the main doesn't build release
- Do the GitHub upload rigamarole as a last stage to the repo here
- check azure stages names
