Can't set Web Archive Seed Object APO to Web Archive Crawl Object Public APO

I tried to set Web Archive Seed Object APO to Web Archive Crawl Object Public APO for the following collection:
https://argo-stage.stanford.edu/view/druid:nm187fx5259
Under "Set governing APO", "Web Archive Seed Object APO" appear, under the drop down box, there are
"Stanford University Libraries - University Archives" and
[internal system objects]
"Web Archive Crawl Object Public APO" do not appear as an option.
Sorry, I misunderstand APO for collection should be set as Web Archive Crawl Object Public APO.
