Point dependencies at fixed versions of BL and AL

can use this ticket to track blocking tasks
BL release comes first.
We want to cut this in Jan when we are around to support it.
We want to merge each PR in this milestone: https://github.com/projectblacklight/blacklight/milestone/49
We will leave out the tickets tagged UI for the first prerelease, in the Milestone 8.0 category.
AL: we want to merge:
projectblacklight/arclight#1370 (critical)
projectblacklight/arclight#1317 (nice)
Arclight needs to have a PR that pins it to the (forthcoming) stable release of BL.
AL PR that points to BL 8.0.0.beta1 projectblacklight/arclight#1394
