Add Stanford global footer for new layout

https://identity.stanford.edu/digital/web-design/brand-compliance#global-footer has information about the footer. I'm not seeing any current references to the stylesheet we've been using (but maybe I haven't looked hard enough or in the right places), so maybe it's time to create + style a bootstrap 5 version.
