Before sending hold/recall to ILLiad, check in FOLIO for previous request

ILL staff have reported getting ILLiad requests for materials that already have a page request for the user in FOLIO. It would be better for staff if we didn't send these requests along to ILLiad.
Design question: should we show the user a "you already have a request for this item" message (and point them to My Account) or should we simply accept the user's submission, say nothing to them, but not send the request to ILLiad? I think I prefer to show them a version of "you have already requested this item. Contact xxx if you have questions or concerns." It lets them know that we know they are already in line for it, and provides them a contact.
For the contact, we could use the contact information for the owning library.
I've requested examples from ILL staff, and will add them when I hear back.
This is on hold, given all our work on Requests 2024.
