This is a follow up to #3394 That PR makes it possible to make metadata-only updates to items that have >250 files but to do so you have to save a draft first.

This ticket is to make the same edits possible by clicking the deposit button immediately. Currently, if you click deposit without saving a draft, you're still prompted to upload at least one file.
