Quickly import multi-signature accounts via URL

It is known that the active multi-signature account can be obtained through the threshold and member account in the sent multi-signature extrinsic parameters, and the multi-signature parameters can be queried and saved by subquery.
When a user shares a url containing an rpc endpoint and a multi-signature account, the corresponding threshold and member account are queried and saved for watching and operations.
