Create `start`, `fn start`, `proxy`, `backend` commands

To prepare for an upcoming refactor, a vmain branch should be created, and the following commands should be added:

start: starts the proxy and the backend
fn start: starts a Sat instance and joins the backend mesh
proxy: start only the proxy, configured to use a backend
backend: start only the backend, prepare to receive traffic from the proxy
