Proxies cannot be set individually

XDM is currently being re-written to be more user friendly and performant, please refer to (#768) for more information
PLEASE DO NOT JUST SAY "It does not work, or something not working etc." Provide enough relevent details so that the issue can be analyzed and reproduced easily
Describe the bug
A clear and concise description of what the bug is.
When the proxy is changed to "Do not use proxy" in the network settings of the software, there is no response to selecting Manual Configuration for Proxy Settings in the new download window.
To Reproduce
Steps to reproduce the behavior:
- Go to '...'
- Click on '....'
- Scroll down to '....'
- See error
1.Software network settings option changed to not use proxy.
2.New Download Window Agent Select Manual Configuration.
3.get 0kb/s
Expected behavior
A clear and concise description of what you expected to happen.
The software is set to not use a proxy, but new downloads can still be set individually to enable or disable the proxy.
